Kemi Adeosun(Minister of Finance of FRN) emerges ECOWAS Bank Board Chair; proffers ways to promote regional integration

The Minister of Finance, Kemi Adeosun, on Tuesday emerged the Chairperson, Board of Governors of the Economic Community of West African States, ECOWAS Bank for Investment and Development, EBID.
Mrs. Adeosun’s emergence came at the end of the 15th Ordinary Meeting of the board of governors of the bank in Abuja.
She succeeds her counterpart from the Republic of Niger, Hassoumi Massoudou.
At the opening session of the meeting, Mrs. Adeosun proffered ways the 15-member countries of ECOWAS could promote regional integration and inclusive development in the sub-region.
These include embracing a new development model that promotes inclusive economic growth; radical economic transformation to better the lives of all citizens in the region, and prioritising industrialisation, especially through labour intensive manufacturing to promote job creation for citizens.
Others include conscious emphasis on agriculture to improve food security; boosting the ocean economy in the region and deliberate effort to promote regional integration among member countries.
The meeting, which was declared open by Vice President Yemi Osinbajo, was attended by the ministers of finance and members of the board of the banks from Benin, Burkina Faso, Capo Verde, Côte d’Ivoire, The Gambia, Ghana, Guinea, Guinea-Bissau, Liberia, Mali, Niger, Nigeria, Senegal, Sierra Leone and Togo.
Mrs. Adeosun noted that past economic growth in the region was not inclusive and called for a new model that would ensure opportunities are shared and enjoyed by more citizens.
The minister, who observed that the ECOWAS’ vision for economic development was facing challenges, said the meeting was a good opportunity to discuss the various issues and come to a consensus on the way forward.
She urged her counterparts in the region to endeavour to speak about radical economic transformation of their economies to guarantee better life for all citizens in the region.
Besides, she said, prioritising industrialisation and agricultural development would promote job creation as well as ensure improved food security.
“Potentially, these areas also provide investors with profitable investment opportunities in our community.
Equally critical is the work that is being done to promote regional integration in our sub-region,” she stated.
Mrs. Adeosun cited the example of Nigeria, which she pointed out was already making efforts to radically transform her economy, by attempting to shift emphasis away from oil as the main source of revenue.
“Diversification and domestic resource mobilisation through improved tax revenue are therefore ongoing,” she said.
If adopted, she said diversification policy would have significant impact on the regional economy.
Again, she emphasised the need for infrastructure development, pointing out that it remained top on the agenda to ease movement of goods, people and services across the region.
She said generation of power would not only light up Africa, but would also enhance industrialisation.
Mrs. Adeosun used the occasion to underscore the significance of finance, arguing that for the region to realise its vision, member countries would need to mobilise appropriate domestic and external financial resources to support EBID and strengthen developmental partnerships and collaborations.
The EBID is a financial institution established by member states of the ECOWAS with headquarters in Lome, Togolese Republic.
The Bank was established to promote private sector and development of the public sector and contribute to the economic development of West Africa through the financing of projects and programmes, particularly those related to transport, energy, telecommunications, industry, poverty alleviation, the environment and natural resources.

Lagos gets two Computerised Vehicle Inspection Centres

One of the VIS Centres in Ojodu
Towards the efficient implementation of the State’s computerized vehicle inspection service initiative, two computerized Vehicle Inspection Centres have been completed at Ojodu-Berger and Ikorodu.
Acting Commissioner for Transportation, Prince Anofiu Elegushi who disclosed this added that work is ongoing on the third computerized vehicle inspection centre on Lagos Island.
Responding to a question based on recent insinuations making rounds that the State’s Vehicle Officers were back on the roads, the acting commissioner reiterated the state government’s decision to keep officers of Vehicle Inspection Services (VIOs) off its roads as earlier pronounced in May this year.
Elegushi stated that the Vehicle Inspection Service (VIS) of the State has since embraced technology billing system by using Automatic Number Plate Recognition (ANPR), Radio Frequency Identification (RFID) and Central Billing System (CBS) technologies to run its activities in line with global best practice adding that a pilot project of the new system was billed to take off in the state by next week.
He explained that collection of data relating to vehicle documentations which is a duty of the Vehicle Inspection Service for vehicles plying Lagos roads such as vehicle license, road worthiness, insurance and others have been synchronized on e-platforms for easy verification of vehicle status on the spot, noting that any defaulting vehicle owner, through the data captured, will have bills generated through the Central Billing Systems (CBS) which in turn will be delivered to the defaulter’s home or office address as the case may be.
According to him, harmonizing the road worthiness certificate and MOT test was to further enhance the efficiency of vehicles plying Lagos roads as this would help the state consolidate its movement away from physical and manual inspection of vehicles to the computerized method.
He alerted members of the public about the observed activities of officers of the Vehicle Inspection Service of Ogun State in some areas and locations close to the state boundary, adding that these officers could easily be taken for Lagos Vehicle Inspection Officers as the service’s officers uniforms were the same nationwide.
To ensure that the situation is remedied, Elegushi said efforts were at advanced stage to clearly identify the state’s boundary from that of its sister state to prevent such misconceptions.
He, therefore, urged motorists in the State to continue to be partners in progress towards making the State safe and secure for all by voluntarily undertaking their responsibilities under extant laws regulating the operation of vehicles among others

Customs Remove HND Dichotomy, Promote 3487 Officers

Nigerian Customs Service (NCS) officers who are holders of Higher National Diploma (HND), on Monday received good news from the Comptroller General, Col. Hameed Ali, who raised their salary grade from 07 to level 08.
The Customs boss, who decorated some of the 3,487 senior officers that were newly promoted in Abuja, told them that their promotion was purely on merit and a call for more work.
He also announced that the rank structure of the Nigeria Customs Service has been aligned with that of the Nigeria Police Force (NPF).
The decisions, according to him, were expected to boost the morale of the officers and eliminate confusion in the seniority of officers.
His words: “In compliance with circular Ref: HCSF/EIR/CND/100/ST/98 of 8th September, 2016 from Head of Service of the Federation and the approval of Government since April 1992 for the Nigeria Customs Service to align with the Nigeria Police Force rank restructure and in fulfillment of the CGC’s mandate to reorganize and reform the Nigeria Customs Service. The CGC has directed as follows:
“i) All HND holders currently on salary grade level 07 are automatically moved to salary grade level 08. Supplementary budget will be made for payment of arrears of salary;
ii) The rank structure of the service is aligned with the Nigeria Police Force forthwith;
iii) Officers in the Inspectorate Cadre on Salary Level 08 and above are to align to appropriate rank in the Superintendent Cadre.
“This is expected to boost the morale of officers and eliminate confusion in the seniority of officers.”
Ali told the officers that the days of basing promotion on sentiments are over, stressing leverage of federal character that they enjoy at the point of entry, what counts soon after that is merit and hard-work.
He said that the promoted officers which include the Public Relations Officer, Mr. Joseph Attah that is now a Deputy Comptroller, do not owe anyone any gratitude except God and their efforts that earned them the promotion.
The Comptroller General said: “we had in the past promoted people who did not deserve it and that was what we met in the management. But now merit is key to your promotion.”
He also announced that the Customs and Command College, will in June commence operation as a full command.

ABOUT 500 NIGERIANS DEPORTED ARRAIVE NIGERIA, LAGOS

A plane carrying about 500 Nigerians deported from the UK has landed in Lagos

Most of the deportees say they are not happy to come back.

One person told me that he was arrested by British police and was not allowed to even take his belongings before being deported.

A few of them who say they don't have relatives here are stranded in the airport.

Recently, Nigeria expressed concern over UK's plan to deport 29,000 Nigerians, and has insisted that due process be followed before Nigerians are removed from the UK.

The West African nation says Britain must ensure that those been deported are really Nigerians, medically fit to travel and have a role to play in the country - meaning they should be able to fit into Nigerian society.

FG bans importation of ‘I better pass my neighbour’ generators

The 2hp generator popularly known as “I better pass my neighbor” has been banned by the Federal Government.

The Controller, Federation Operations Unit Zone A, Lagos of the Nigeria Customs Service (NCS), Mr Madugu Sanni Jubrin, disclosed this in Lagos on Wednesday.

He said that the government took the action because of the dangerous effect of the generator smoke on the health of Nigerians.

It will be recalled that the generator smoke had led to death of many Nigerians due to lack of regular supply of electricity.
According to Jubrin, the government banned but some importers are still trying to smuggle it into the country, adding, “That is why we have to enforce the law and ensure that we confiscate any imported smallest generator.

“If you go to the market, you still see them because people have imported them before the ban. So it is the leftover they had before the ban that they are selling because the law did not backdate the ban and it is not an absolute prohibition.

“It is prohibition by trade which means you cannot bring it in large quantity and sell to the public. That is the type of prohibition we have on this but if you buy one piece, Customs will not seize it.

“We will not relent in our efforts. When we see any prohibited item, we will seize, arrest the people and we will allow the law court to take decision on prosecuting them. So it is better for them to stop smuggling than to continue when they know Customs will catch up with them,” he said.

MTN Again? Uganda Fines MTN $622,000 For 'Anti-Competition Business Tactics'

It is not only in Nigeria that MTN has run foul of the rules. It is also in hot water in Uganda, going by this report by Uganda’s New Vision newspaper:
The Commercial court in Uganda has ordered telecom giant, MTN Uganda to pay a sum of Shs 2.3bn (about $662,000) in damages to EzeeMoney Limited for sabotaging its business.
Justice Henry Peter Adonyo on November 6, 2015 also ordered MTN to stop acting in unlawful and anti-competitive manner, which denies other businesses an opportunity to prosper.
Justice Adonyo said MTN should pay Shs 800m to EzeeMoney in general damages for loss of business. It should also pay a penalty of Shs 1.5bn in punitive damages to deter not only MTN but also warn other companies against uncompetitive business tactics.
It all started when EzeeMoney, which runs an e-money business, obtained a contract from MTN for the provision of digital transmission [E1] and 30 fixed telephone lines to carry out its mobile money business.
EzeeMoney then contracted Yo! Uganda Limited (YUL) to implement the service after Uganda Communications Commission, the regulator, approved it on December 2012, to use the 7711 short code to enable its customers to subscribe for e-money services.
But in 2013, MTN cancelled the contract, saying EzeeMoney was a direct competitor to its mobile money business. Through AF Mpanga and company advocates, EzeeMoney went to court, saying MTN’s action “restricted and distorted competition.”
EzeeMoney said MTN also damaged its ties with YUL and deprived it of services of other telecommunications operators. It argued that MTN used its exclusivity agreements to stop its agents from working for any other firm with similar business, further limiting competition.
‘ILLEGAL ACTIONS’
In a January 28, 2013 letter to EzeeMoney, MTN appeared to say its business would be disrupted if the former was given access to its platform.
“EzeeMoney is in direct competition with MTN in the provision of mobile money,” read the letter in part.
Justice Adonyo said the letter confirmed that MTN was stopping services of the company because it considered it a competitor.
“It is testified that when YUL required the defendant [MTN] to activate the plaintiff’s [EzeeMoney]short code on its platform, the defendant declined to do so on the basis that the plaintiff was in direct competition with it,” the judge observed.
“YUL then seeing that the plaintiff couldn’t carry out the business they had agreed together, by a letter dated 7/2/2013, did terminate all services with the plaintiff as YUL did not want to jeopardize its relationship with the defendant.”
David Mpanga, EzeeMoney’s lead counsel, said MTN’s action of not activating the short code and the subsequent cancellation by YUL led to loss of business.
“The denial of the use of the defendant’s [MTN] platform to the plaintiff [EzeeMoney] by the defendant would thus be an act which is prohibited within the meaning of section 53(1) (a) of the Act [Communications] for it limited competition,” Adonyo said.
AGENTS STOPPED
The judge also found that MTN coerced its agents to reject EzeeMoney. One witness, Sammy Mwathi, told court that he was an MTN money agent and he was restricted from dealing with other firms in the same business by signing exclusivity agreement.
“The perusal of the exclusivity agreement itself confirms the position that the defendant acted outside the law for it appears it used coercive methods like denial of services to its agents,” he said. “[This] prohibited fair competition… and [was] contrary to the provisions of the law.”
