FG vs Coca Cola, NBC: Court fixes Nov.4 for hearing

A Federal High Court in Abuja has fixed November
4 for the arraignment of the Nigerian Bottling
Company Limited, Coca-Cola Nigeria Limited and
their Chief Executives for criminal breach of the
Consumer Protection Council Act.
The Global soft drink giant, Coca Cola Nigeria
Limited, and its Nigeria franchise bottler, Nigeria
Bottling Company Limited, are currently facing
prosecution for allegedly violating the orders of the
Council, which were given to ensure compliance
with laid down safety standards and regulations
and enhanced consumers’ welfare.
This is coming as a result of the finding of an administrative panel set up to investigate a consumer complaint regarding two half-empty cans of Sprite manufactured by Nigerian Bottling Company (NBC) Limited under the licence and authority of Coca Cola Nigeria Limited found them culpable.
If found guilty, the Chief Executive Officers of both companies risk a jail sentence, ranging from three to five years, according to the Nigeria Consumer Protection Council Act

DEFECTION TO PDP: LP gives governor Mimiko 21 day ultimatum to resign

The National Working Committee, NWC, of the
Labour Party, LP, on Wednesday told Governor of
Ondo State, Olusegun Mimiko to respect
constitution of the party and resign from office
within 21 days.
It would be recalled that Mimiko was elected into
office as an LP candidate but recently dumped the
party for the Peoples Democratic Party, PDP.
The NWC of the Labour Party gave the ultimatum
after a meeting in Abuja.
The position of the LP was contained in a statement
issued by its National Publicity Secretary, Ikpe
Etokudo.
It reads: “The NWC came to the inevitable
conclusion that the constitution of the republic and
provision of relevant section of the electoral laws
must be respected by Dr. Olusegun Mimiko and his
new party – the PDP. “The case of Dr. Boroffice
who was elected as a Senator on the platform of our party but defected to the All Progressives Congress (APC) was cited. The
NWC reminded Dr. Mimiko that he was so incensed by Boroffice’s action that
he advised the party to approached the court for justice. The NWC warned all those concerned to take the
path of honour immediately or should expect to defend their deliberate raping of the constitution of the country within next 21 days in court as well as be ready to face the wrath of workers of Ondo State in particular and the nation in general

Rivers PDP Secretariat on fire, less than 24 hours after anti-Wike rally

The Peoples Democratic Party, PDP, Secretariat
along Port Harcourt/Aba Expressway in Port
Harcourt, has been set on fire in the early hours of
today by unknown persons after tying up the
security guards on duty.
Confirming the fire incident, Jerry Needam, the
Special Adviser to Felix Obuah, Chairman of PDP,on
Media said early arrival of state fire service helped
to put out the fire.
Also confirming the fire incident, Obuah said that
“An attempt to burn the party secretariat has being
carried out by desperate politicians who want the
party to postpone the party’s ward and local
Government Congresses scheduled to take place
tomorrow, Saturday. They have failed because
arrangements have concluded and we are going
ahead. Nobody can stop it. PDP will come tops”.
“We have watching on news of some desperate
politicians threatening the party.” Obuah said.
The fire incident is happening less than 24 hours
after 15 governorship aspirants held a mega rally
insisting on rotation of power in the Peoples
Democratic Party, PDP, at the Liberation Stadium.
Many of the aspirants urged President Goodluck
Jonathan and national leadership to intervene in
crisis rocking the state branch of the party allegedly
hijacked by the Nyesom Wike, former Minister for
Education who also has ambition to be governor.
At the time of this report, fire fighters were at scene
to put out the fire.

Africa gets first white president in Zambia

Zambia’s President Michael Sata — nicknamed “King Cobra” for his sharp tongue and manner — has died, officials said Wednesday, making his vice-president Africa’s first white head of state in decades. Sata, 77, died Tuesday while undergoing treatment in London’s private King Edward VII hospital for an unspecified illness, the Zambian government said. Vice- President Guy Scott, 70, was named interim leader — making him the first white president of an African nation since FW de Klerk ruled apartheid South Africa more than 20 years ago. Scott, whose parents were from Scotland, is not eligible to stand in the upcoming presidential election — which must be held within the next 90 days — because of a rule in Zambia’s 1996 constitution barring heads of state with foreign parents. “Dr Scott will act as president of the Republic of Zambia until the country goes for a presidential by-election” said Defence Minister Edgar Lungu. Scott issued a statement confirming his temporary promotion and the 90-day period for the elections. He added that national mourning for Sata would begin Wednesday. “We will miss our beloved president and comrade,” he said, – From train station cleaner to president – Sata was elected in 2011 to preside over his landlocked, southern African nation of 15 million people. It was a triumphant post for a man who rose from sweeping London railway stations, through to being a policeman and trade unionist. Once in power, though, he proved to be an authoritarian populist who inveighed against political foes, the media and sometimes even allies, earning him his snakey sobriquet. His admirers saw him more as a no-nonsense man of action. Rumours of him being seriously ill persisted during his final months in office. Frequent denials by the government — and legal action against activists claiming he was dying — did nothing to dispel them. Sata had not been seen in public since returning from the UN General Assembly last month, where he failed to make a scheduled speech. The announcement by cabinet secretary Roland Msiska on Wednesday that Sata had died created little surprise. “It is with a heavy heart that I announce the passing on of our beloved president,” Msiska said in an address to the nation. Speculation was turning to who might become Zambia’s next president. Even before Sata’s death, analysts had said a power struggle for Zambia’s top job was already well under way within the ruling Patriotic Front (PF) party. It is an honour and privilege to join you all today at this Special Convention of our great party, the All Progressives Congress (APC). I am really glad to be part of the APC family. Indeed, I have been overwhelmed by the massive outpouring of goodwill and welcome that I have received from the members of our great party and other well meaning Nigerians since the formal notification of my membership of APC. From the depth of my heart, I say, thank you. And in appreciation of your warm hand of fellowship, I hereby rededicate myself to the task of building and growing our Party, and helping our party achieve its mission of lifting Nigeria to glorious heights and restoring hope to the citizens of our great country. In this regard, I hereby call on all other like minded Nigerians to join this movement to deliver on the promise of a new Nigeria. The APC is the party where the progressive ideals of good governance to which I subscribe are wholeheartedly embraced and applied for the betterment of Nigeria. I have embraced the APC platform as a veritable instrument for genuine change and enduring national development. We must constantly remind ourselves that Nigerians yearn for true change and APC represents the hope for this change, and a promise of a brighter tomorrow. The Programmes of the APC are very attractive and will bring about radical changes in the way we do business in Nigeria. The kind of change Nigeria truly needs. After collecting their N24m, PDP rejects two presidential aspirants

A fresh crisis is brewing in the Peoples Democratic Party over the insistence of some of its members to contest its presidential primary with President Goodluck Jonathan. But the national leadership of the party has refused to sell its presidential nomination and expression of interest forms to two other presidential aspirants. Two of the aspirants, Dr. Abdul-Jhalil Tafawa-Balewa and Prof. Akasoba Duke-Abiola, were at the national secretariat of the party in Abuja on Tuesday to purchase the forms, but they were turned back. First to arrive was Tafawa-Balewa, who hails from Bauchi State. He is also the son of Nigeria’s First Republic Prime Minister, the late Abubakar Tafawa-Balewa. It will be recalled that all the caucuses of the party, including the National Executive Council had endorsed President Jonathan as its sole presidential candidate. Tafawa-Balewa had on September 21 condemned the action, which he said was a plot by the leadership of the party to frustrate other presidential aspirants. He insisted that he would not be intimidated by such a decision and vowed not to be cowed. He wondered the type of democracy that was being practised by the PDP. He had asked, “What type of democracy do we have? Is the PDP a communist party? Where is the place of internal democracy?” On Tuesday, Tafawa-Balewa stormed the party’s national secretariat with his supporters and bank tellers, with which he had hoped to purchase the presidential nomination and expression of interest forms. The bank tellers indicated that he deposited N22m into the account of the party with Zenith Bank. The breakdown of the fees showed that he paid N20m as nomination fee and another N2m for the expression of interest form. He paid the money into the party’s account Number 1012436478 with the Zenith Bank. Rather than being issued his forms, the aspirant claimed that he was told by officials of the party that the forms were not ready. The party is expected to stop the selling of forms to all the aspirants on Thursday (tomorrow). Tafawa-Balewa said he was told that all other forms were on sale except the presidential nomination and expression of interest forms. He said, “I have paid for my forms. I was however told that they don’t have the forms ready. No matter, I am still here. I will send some of my people here on Thursday to come and pick the forms.” He said he went to the office of the Secretary of the party, Prof. Wale Oladipo, and the National Organising Secretary, Alhaji Abubakar Mustapha, but was denied the forms. Asked whether he was not aware that all the party organs had endorsed the President, Tafawa-Balewa said those organs were mere little organs of the party and were not superior to its Constitution. Speaking on the refusal of the party to present her with her forms, Duke-Abiola, who is one of the widows of the late Chief MKO Abiola, described the action of the party as questionable. Displaying the Diamond Bank Teller with which she paid her N2m to the party’s bank account, Duke-Abiola wondered why the party would issue her receipts and refused to sell the forms to her. Female aspirants, like her, are expected to pay just N2m for the expression of interest form while the nomination form is free for them. The party claimed it took the decision to encourage female aspirants to run for elective offices. The presidential aspirant said she was told by the National Chairman of the party, Alhaji Adamu Mu’azu and Mustapha that the party printed only one form. She said, “I have the receipt from the party after paying my money. But they said they printed only one presidential nomination form, even though the guidelines do not say that. “The NOS and the National Chairman said the party printed only one form. I asked that they should give the one they printed to me since I was there. They laughed and said whether I didn’t know who they printed it for. This is a fraud.” She said that she would not ask for a refund of her money, but that the party must sell the forms to her, having paid for them since she said there was vacancy in Aso Rock. In his reaction, the National Publicity Secretary of the party, Chief Olisa Metuh, said he was not aware that the aspirants came. He said he would need to find out from Mustapha before he could react to the allegations. Asked if the party would sell presidential forms to other aspirants, he said he would also consult Mustapha. “I will have to find out from the national Organising secretary, because I’m not directly involved in the selling of that forms. I’m only involved in the management of the image of the party,” he said.

Jonathan blames Abuja explosions on overpopulation

President Goodluck Jonathan on Wednesday blamed the ceaseless bomb attacks in the Federal Capital Territory on over population. Jonathan made this observation while receiving a delegation of the FCT Council of Chiefs, area council chairmen, appointees and legislators at the Presidential Villa, Abuja. The delegation was led by the Minister of FCT, Senator Bala Muhammed; and the Minister of State, FCT, Olajumoke Akinjide. Jonathan, however, noted that the population growth was putting pressure on infrastructures in the FCT. He said, “The idea behind the creation of FCT is to cater for less than one million people. According to the last census, the FCT’s population was less than a million. “But today, because of the crisis we have in the South: militancy and kidnapping in the South East and South South and of course the terror activities in the North, the population of the FCT has expanded. “We don’t even know the exact population now until the next census will hold but definitely, the population has increased much more than anticipated. “When population growth is so fast that it cannot meet up with infrastructural development, people are under pressure of facilities: whether water, electricity etc

Falsehood: Osun APC warns PDP

The All Progressives Congress in the State of Osun has warned that the PDP in the State is gravitating towards creating anarchy in the community through a wickedly relentless propagation of lies, capable of destabilising the state. According to the APC, ‘it is high time those charged with the responsibility to maintain law and order in the state, called the PDP to its senses and stop the party from stoking negative passions that could lead to anarchy’. The party was officially reacting to the latest in the offensive campaign of lying through the media to create confusion within the state in a bizarre attempt to install itself in power after it had woefully failed to win the August 9 election. Citing the latest Internet spat that created a stir recently over the senseless claim by PDP – sponsored falsehood that Omisore is about to be declared the ‘actual’ winner of the August 9 election, the APC said that it was a close call to anarchy and a criminal action, which should be addressed by law-enforcement agencies in Osun. For the information of the law enforcement agencies and the general public, the APC hereby states the authentic and verifiable state of affairs regarding the PDP petition pending at the election Tribunal in Osogbo. In fact, the first sitting of the newly constituted Tribunal will take place Thursday, October 30, 2014. *As you read this, only six local governments have had their election documents inspected, and no strange ballot paper has been found. *The PDP in its petition filed at the Tribunal, did not ask for a recount of the ballot, and it (Tribunal) could not have ordered a recount. So that piece of information was a deliberate falsehood. No hearing has taken place; the judges have made no pronouncement whatsoever on a recounting of votes. *PDP’s claim therefore that following a phantom recount, Omisore has more votes than Aregbesola exposes that party’s original plan which failed to materialise. It shows that the PDP already had a pre-recorded result which could not pass through INEC’s security of the votes!!! That is the result they now want to force through the Election Petition Tribunal. To demonstrate the criminal potential of this false information, a major television station had already used the story on its web before it discovered that it was a complete fabrication. The TV station has since apologised for the embarrassment it caused. The APC therefore appealed to all media organisations following the Osun Election Petition Tribunal case to carefully cross-check and confirm the truth or otherwise of any story, press release or privileged information they may receive from the PDP in Osun, before publishing same for public consumption. No plan to field Muslim-Muslim ticket – APC

The National Chairman of the All Progressives Congress, APC, John Odigie-Oyegun, has dismissed insinuations that the party was planning to field a Muslim-Muslin ticket in the February 2015 presidential election. He described as “very unfortunate,” but unnecessary the controversy which trailed the interview granted an online newspaper, The cable, by a leading presidential aspirant of the party, Muhammadu Buhari, in which he said he would keep an open mind on the issue of his party’s presidential candidate and running mate. Mr. Buhari, a Muslim, had in the interview, said he had demonstrated to Nigerians in the past that he was not a religious fundamentalist by picking Christians as his running mates in the 2003, 2007 and 2011 elections in which he ran. “Nigerians will always uncover impossible room for manoeuvre for politicians. I had to face one of the governors during one of our party’s meetings [over the issue of religion],” Mr.Buhari, Nigeria’s former head of state between 1983 and 1985, said. “In 2003, I chose Okadigbo as my running mate. He was a Roman Catholic. He was an Igbo. In 2007, I picked Ume-Ezeoke. He was a Roman Catholic. He was an Igbo. And in 2010, I chose even a pastor. Pastor Tunde Bakare. “Honestly, what do Nigerians want me to do? If they don’t believe I’m not a fundamentalist, what else can I do?” He recounted that the late Moshood Abiola, a southern Muslim, picked Babagana Kingibe, a northern Muslim, as his running mate in the 1993 presidential election. The Muslim-Muslim ticket won the election generally considered the fairest and freest election in Nigeria’s history. There had been speculations that Mr. Buhari might be looking in the direction of Lagos State Governor Babatunde Fashola, who is also a muslim, or his predecessor, Bola Tinubu, also a Muslim as his as his running mate, if he picks the APC ticket in the December presidential primary of the party. However, a former president, Olusegun Obasanjo, on Sunday warned parties against fielding candidates of the same religion, saying it was dangerous for the country. “Sensitivity is a necessary ingredient for enhancement of peace, security and stability at this point in the political discourse and arrangement for Nigeria and for encouraging confidence and trust,” Mr. Obasanjo said. “It will be insensitive to the point of absurdity for any leader or any political party to be toying with Muslim- Muslim or Christian-Christian ticket at this juncture,” Mr. Obasanjo said. “Nigeria cannot at this stage raise the spectre and fear of Islamisation or Christianisation. The idea of proselytisation in any form is a grave danger that must not be contemplated by any serious-minded politician at this delicate situation in Nigeria, as this time is different from any other time. “Therefore, disregarding the fact that there are fears that need to be allayed at this point will amount not only to insensitivity of the highest order but will also amount to very bad politics indeed.” But Mr. Odigie-Oyegun said the APC had never contemplated fielding a presidential and vice presidential candidates who belong to the same faith and that the current debate over the matter was just a distraction to the party. He explained that the party was pre-occupied with the process of choosing its presidential candidate and that it had not toyed with the issue of who becomes the running mate yet. “You know what triggered these things. It is very unfortunate. We are trying to get a presidential candidate now. Once that is sorted out, the issue of running mate becomes a simple matter,” the APC national chairman told PREMIUM TIMES in a telephone interview on Monday night. He said Mr. Buhari might have been misunderstood on the matter, stating, “It is his usual way of speaking. You know he is a straightforward man. It (running mate) is not an issue. But that is his own way of putting it and should not be misunderstood.” Mr. Odigie-Oyegun said the APC has a mission of rescuing the country from alleged mis-governance and therefore would neglect any segment of the country by being insensitive in the choice of candidates for the elections According to him, “We want to rescue this country; we want to save this nation. And so we will not do anything to make us loose votes, especially from a very large segment of the society. That is the simple truth. We don’t have to. “We are looking at somebody who will contribute to winning the election. These things are commonsensical things that will be taken care of when we get to that bridge.” On the reaction of Mr. Obasanjo to the issue, the APC national chairman said the former president’s comment on the matter was a non-issue for his party but generally okay. He stressed, “We, as a party, haven’t gotten to that bridge. People shouldn’t forget that we are a new party. We do not want these distractions. We are taking all those issues gradually.” Asked if the party was planning to pick a former Lagos State governor, Bola Tinubu, as the running mate to Mr. Buhari, Mr. Odigie-Oyegun said, “I’m the national chairman. Whoever we will choose as our presidential candidate, whether it is Buhari, Atiku, Kwankwaso, Rochas Okorocha or any other person, the party will then sit down with him and say this is the type of running mate that will contribute maximally to the success of the party in the election.” He denied claims that the party was reluctant to address the issue and that an official of the party was mandated to clear the air on the issue, but refused

Tambuwal formally defects from PDP to APC

The Speaker of House of Representatives, Aminu Tambuwal, on Tuesday in Abuja defected from the Peoples Democratic Party (PDP) to the All Progressives Congress (APC). Tambuwal announced his defection shortly after the House Leader, Mulikat Akande-Adeola (PDP-Oyo) moved a motion for the house to adjourn sitting till Dec. 3. “In pursuit of the provisions of the 1999 Constitution and in view of the political developments in my state, I wish to formally inform you of my membership of the APC . “This is in continuation of the great sacrifice and also the need to ensure development of constitutional democracy,’’ Tambuwal said. Meanwhile members of APC caucus in the house, in a swift reaction, told newsmen that the development was a historic one. Leader of the APC caucus, Rep. Femi Gbajabiamila (APC-Lagos) said that the move was consistent with the law, adding that “the APC members would continue to support the current leadership’’. Similarly, Rep. Samson Osagie (APC-Edo) said that the house, which adjourned till Dec 3, was to enable the lawmakers to consult with their constituents and promote their political interest ahead of the 2015 general elections. Osagie, however, ruled out possible counter move by the PDP against the leadership of the house. According to him, “there is unity in this house and that is the kind of unity we want to be replicated in every part of this country”. He further described Tambuwal as a bridge builder who had united the house in spite of different political affiliations of ,members of the parliament. Ghana to cut gas import from Nigeria

Ghana has announced plans to significantly reduce the quantity of gas it purchases from Nigeria in the next couple of months through increased local gas production. gas tanksPresident of Ghana, Mr. John Mahama, who was responding to questions on the economy at the Global African Investment Summit in London, said the country is working hard to court more private investors to shore up local production of gas to solve the country’s power crisis. He said this will end the country’s over-reliance on the West African gas pipeline which has been inconsistent with supplying gas to the country. He said, “We had a lot of excitement when the gas pipeline was built hoping that the abundance of Nigerian gas will flow through the pipeline to help all the four countries signed onto the pipeline, but the volume has been very disappointing.” He, however, expressed the hope that the country’s current energy crisis will stabilise when works on the Atuabo gas processing plant is completed, adding that the plant should start producing gas for power generation by the end of November. Mahama said the facility, which has the capacity to generate about 140 million standard cubic feet of natural gas a day, is estimated to save the country more than $500 million annually when it is substituted for light crude oil in the generation of power. In addition, he stated that the facility will produce more than 70 per cent of the estimated 240,000 tonnes of liquefied petroleum gas (LPG) required annually for domestic use in the country. A Ghanaian news website, Ghanaweb, said at least three power plants in the country were taken offline in September, after Nigeria stopped supplying gas to Ghana over a strike by oil workers. The news website said this has been a regular tale which plunges the country into black-outs almost instantly. According to the news website, the Electricity Corporation of Ghana (ECG) had a couple of days ago, announced a 48-hour-on; 24-hour-off load shedding regime after it was forced to shed over 500 megawatts of power. It said, “That led to an emergency meeting by stakeholders with a plan to purchase crude oil at a cost of $120 million to power the thermal plants. “The ongoing load shedding programme across the country may soon improve considerably following measures taken by power producers to increase generation capacity. The Bui Dam is now operating at full capacity following a slight improvement in the water level.

Wage: NLC plans mass protest

ABUJA РTHE Nigeria Labour Congress, NLC, Monday evening, sent warning signals to members of the National Assembly over the recent removal of wages from the Exclusive legislative list to Concurrent list, saying that the organized labour would work against their interest as they choose to trample on the rights of Nigerian workers. In a communiqu̩ issued at the end of its National Executive Council, NEC, in Abuja, which was signed by its National President, Comrade Abdulwahed Omar and the General Secretary, Dr. Peter Ozo-Eson, NLC, condemned the recent report of stepping down of of labour, including wages from the Exclusive list to Concurrent List by the National Assembly. The NEC-in-Session mandated the leadership of the congress to meet with the leadership of the senate to ascertain the veracity or otherwise of the claim that the Red Chamber was leading the crusade for the deregulation of wages in the country. It also mandated its leadership to meet the Speaker, House of Representatives, Aminu Tambuwal and the Principal Officers of the house for re-assurance that the house had not relinquished its pledge to retain wages on the Exclusive List. The communiqu̩ further stated that in spite of denials by some officers of NASS that wages was still on the Exclusive List, its NEC had directed its members to commence immediate mobilization of members including visiting their representatives in the State Houses of Assembly and the Federal Lawmakers to demand their input in maintaining the status quo of Labour on the Exclusive List. It also advised that in the interest of industrial harmony, those enjoying underserved advantages should not do anything to further make life more difficult for Nigerian workers. It was however gathered that the Conference Committee of the National Assembly agreed to retain labour and indeed wages on the Exclusive List, but the highlights which was made available to journalists from the senate put wages on the Concurrent List. Reliable sources within the Conference Committee had told Vanguard that the error of putting wages on Concurrent List was made by the Consultant that handled the printing of the report. Meanwhile, there seems to be looming crisis between the NLC and the Trade Union Congress, TUC, over the status of senior staff in the workforce. At the NEC meeting of NLC Monday, it was disclosed that TUC was working in collaboration with the Ministry of Labour to hold meeting by November which NLC said was going to be against her interest and the meeting being on the instance of TUC. Consequently, it advised members that would be attending the meeting to be extra careful so that its interest would be protected. The bone of contention it was gathered was the alleging scheming by the TUC to remove Senior Staff Association Nigerian Union as an affiliate of NLC to TUC.

Nigeria needs $5bn to sustain economic stability, says Okonjo-Iweala

ABUJA—MINISTER of Finance and Coordinating Minister for the Economy, Dr Ngozi Okonjo-Iweala, said yesterday that for Nigeria to sustain stability of its economy, it has to raise its excess crude account, which currently stands at $4.1 billion to $5 billion. Dr. OKonjo-Iweala, who spoke in Abuja, when she appeared before the Senate committees on Finance and National Planning, during consideration of the 2015-2017 Medium Term Expenditure Framework, MTEF, as a working document for the 2015 Budget, also dismissed claims that the country was financially bankrupt in spite of some cash fluctuations it was experiencing. “Nigeria as a country has quite enough assets and I think anybody will agree to that. That is why when people say the country is broke, I say ‘absolutely not’ because if we wanted to mobilise any of our assets to cover, we could do that. Of course it could take a little bit of time. “However, that does not mean that we cannot have some cash flow fluctuations, we just have to manage it because we have an economy that is reasonably self sufficient. We are able to manage ourselves well while everybody is willing to do a few things and we should be able to get there,” she said While answering a question on whether the 2015 budget would be a workable one or not, based on its proposed parameters in the MTEF document, the minister said irrespective of whatever oil price benchmark will be approved by the National Assembly, the most important thing was for the country to arrive at a price that will give leverage for enormous savings against times like this. “My belief is no matter what is settled on at this point in time, what is pleasing and that brings us all together is the realisation that what we were trying to say a few years ago has happened and it is happening in front of us and all of us need to come together to find a solution. “Whatever the decision will be, even if we agree on another benchmark, we still need measures to be in place because we have no idea on whether the oil price will continue to drop or go up. “So I think we need to prepare ourselves in two or three scenarios and we can share some of the scenarios that we have been thinking about that will guide our development of those contingency measures. “I think that the excess crude account was built to be able to cushion us at times like this, when we have some kind of difficulties and I think it played that role to perfection during the crises of 2008, when oil fell to 38 to 40 dollars per barrel, even worse than what we have now. At that time, we still saved up quite a lot of money, as such we were able to draw at least for a quite a few months to carry the economy. She added: “We have calculated that in order to help us regain this stability, we need a minimum of about five billion dollars and anything about that is good. The IMF actually calculated 6.3 billion to be maintained in that account. “It helps to cushion our exchange rate so if we go and withdraw it abruptly beyond that amount it causes a problem and you know we went down to two billion last year and then we built it up to nine billion and there was insistence that we must share which made it to come down to $2 billion but we later at least built it back to $5 billion. Right now we are at 4.1 billion”. Although, none of the committee members at the meeting could disclose the benchmark arrived at during the session, Vanguard gathered that members of the Red Chamber in the two committees opted for $78 oil price benchmark. In the 2015-2017 MTEF, the executive had proposed the $78 oil price benchmark for the 2015 budget. The minister told the committees that: “Every country faces a certain amount of risks and uncertainty at different times, so it is how you manage it that is a problem.” “Are we prepared with a list of measures that can help us manage any of these outcomes? Have we thought through the various scenarios to say if anything happens? Yes, at the present time, we are reasonably stable compared with other countries but if those risks materialize, we need to have action in order to keep the economy stable. FG grants energy firms N20bn waivers

The Federal Government granted about N19.662 billion in waivers and exemption to energy firms in the country in five months, between January and May 2014. Electricity-new The amount is 51.23 per cent of the N38.381 billion allocated to water resources in the 2014 budget; 31.48 per cent of the N62.45 billion allocated to Power; 31.75 per cent of N61.928 billion allocated to Petroleum Resources; and 29.5 per cent of the N66.645 billion allocated to agriculture. Data from the Budget Office of the Federation, in the Ministry of Finance, indicated that oil and gas firms enjoyed about N18.881 billion in waiver and exemption, while power companies enjoyed N780 million. The Government also reiterated its commitment to tackling the epileptic power situation in the country, and addressing the issue of estimated billing. To this end, it granted N326.174 million in exemptions to two prepaid electricity meter companies, Momas Electricity Meters Manufacturing Company Limited, and Mojec International Limited, for the importation of metering facilities. Specifically, Momas got two exemptions: the first worth N32.272 million for the importation of semi-knock down meters, one and three phase normal credit meters, one and three phase standard prepayment meters and all other related equipment. The second exemption was N163.69 million for the importation of meter plastic machines and accessories, compression mould machine and all other meter related equipment. On the other hand, Mojec International got N130.213 million in exemption for the importation of machinery, equipment and components for single and three phase pre-paid meters. Indorama Eleme Fertilizer and Chemicals Limited accounted for 53.4 per cent of the total waivers and exemption granted to energy firms in the period under review, with a total of N10.5 billion. Specifically, Indorama enjoyed a N6.96 billion waiver for the importation of the machinery, equipment and spare parts for the utilisation of Nigeria natural gas to bring about an increase in power generation. The company was also granted a N3.54 billion waiver for the importation of fertiliser equipment, catalysts and chemicals, pile and spare parts among others. Chevron Nigeria Limited followed, enjoying a waiver of N4.88 billion for the importation of machinery, equipment and spare parts for Escravos Gas to Liquids (EGTL) and a host of other pipelines. United Cement Company of Nigeria got N1.969 billion in exemption for the importation of machinery, equipment and spare parts aimed at boosting natural gas utilisation and power supply. NIPCO Plc got N1.087 billion in exemption for the importation of machinery, equipment and spare parts. Other energy firms that got waivers and exemptions in the period are: Green Fuels Limited — N14.37 million for the importation of machinery, equipment and spare parts for compressed natural gas to Independent Power Plants (IPPs), and Edo Cement Company Limited — N240 million for the importation of gas generators, plants, machinery, equipment and spare parts. Accugas Limited got N30.87 million in exemption for machinery, equipment and spare parts for pipeline; Exterran Nigeria Limited got N66.09 million in exemption for the acquisition of natural gas powered compressors and spare parts, while Procter and Gamble got N29.754 million in exemption for machinery, equipment and spare parts. Others are Sumal Foods Limited — N42.878 million; Federal Ministry of Power/Marubeni Engineering Corporation — N454.185 million and De United Foods Industries Limited — N19.978 million.

Ebola vaccine trials to start in Switzerland this week

Ebola vaccine trials are set to start in Switzerland this week after receiving the green light from the country’s authorities, the World Health Organization said Tuesday. Swiss regulators announced they would allow trials of an experimental vaccine made by Britain’s GlaxoSmithKine, and tests on some 120 individuals were set to get under way at the CHUV hospital in Lausanne this week, the WHO said. “This marks the latest step towards bringing safe and effective Ebola vaccines for testing and implementation as quickly as possible,” the UN’s health agency said in a statement. There is no licensed treatment or vaccine for the deadly Ebola virus, which has killed nearly 5,000 people in the outbreak centred in west Africa. The experimental GSK vaccine is one of two considered particularly promising by WHO. Called ChAd3, it is based on a genetically modified chimpanzee adenovirus and trials have already begun in Mali, Britain and the United States, the WHO said. “The trial will test the safety of the vaccine and its capacity to induce an immune response,” it said. It added that results of the trials in Switzerland and elsewhere will “provide the basis for planning subsequent trials involving several thousand participants, and for choosing vaccine dose-level for efficacy trials”. A second experimental vaccine being fast-tracked on the WHO’s recommendation, Canadian-discovered rVSV, is set to soon start trials at the University Hospital of Geneva. NDLEA Arrests 51yr Old Single Mother From Kwara With Cocaine, Heroin

(NDLEA) at the Murtala Muhammed International Airport
(MMIA) Lagos have apprehended a 51 year-old mother of four
children with 3.44kg of cocaine and heroin hidden inside body
cream. The drugs were found in her possession during the
outward screening of passengers on an Emirate flight to China.
NDLEA Airport commander, Hamza Umar who confirmed the
arrest gave the name of the suspect as Alade Muyinotu Alade.
According to Hamza, “Alade Muyinotu was caught with drugs
at the central screening area on her way to China. During
search, 150 wraps of cocaine weighing 1.725kg and 150 wraps
of heroin weighing 1.715kg concealed inside body cream were
found inside her luggage. The total weight of the drugs is
3.44kg. The case is currently under investigation”.
In her statement, the suspect said that she was offered 4,000
dollars to smuggle the drugs to China. “I used to import clothes
from Dubai and China when business was going on well with
me. I even had a shop at Balogun market. My problem started
when I lost my shop and was unable to rent another one. Since
then things have gone from bad to worse. My major concern is
that I have four children living with me and I am separated
from my husband. It was a friend that introduced me to the
people that gave me the drugs. They bought my return ticket
and offered me 4,000 dollars” Alade stated. She hails from
Kwara State.
Chairman/Chief Executive of the anti-narcotic Agency,
Ahmadu Giade described the action of the suspect as
unfortunate. In his words, “China is one of the countries with
capital punishment for drug trafficking. It is unfortunate for a
mother of four children to get involved in such a criminal act.
If not for our vigilance that led to her arrest, she would have
been killed abroad and her children left to suffer endlessly”
Giade stated.
The NDLEA boss urged stakeholders to be more dedicated to
the country’s drug control efforts, stressing that a drug-free
society is a crime-free society.
The suspect will soon be charged to court.

In a communiqué jointly signed by the President of the union, Mr Bobboi Kaigam, and the National Secretary, Mr Musa Lawal, TUC said this was necessary before a follow-up action. The communiqué came at the end of an emergency meeting of the TUC Central Working Committee (CWC) in Lagos. According to the communiqué, the purported amendment by the Senate, if allowed to stand, would produce a number of undesirable implications. “The CWC observed that there are conflicting reports as to the true state of affairs. “ So, the leadership of the National Assembly should clarify the true position of the amendment within one week from today. “We say `NO’ to the minimum wage deregulation and we resist the attempt with our capacity. “The CWC-in-session mandated the leadership of TUC to relate with the NLC and allies in civil society organisations to mobilise without further delay for a follow-up action.’’ It said the amendment would create a chaotic and potentially destabilising industrial relations environment in the country. “Politics will be introduced into wage determination, in particular during elections, as was the case in the First Republic among Regional Governments. “Minimum wage which is a product of collective bargaining should not be made a state law, because both the private and public sectors are involved,’’ the communique read. It also added that the amendments would negate the spirit and practice of the International Labour Organisation (ILO) Convention 131 which the nation domesticated in the 1979 Constitution. “While we give them one week, our mobilisation has commenced. Immediately after the expiration of the one week, there will be follow-up action and nothing more. “We will not get back to them anymore. We want the Senate to be very explicit,’’ the TUC said. The communiqué commended the House of Representatives for voting to retain the minimum wage on the exclusive list in its amendment. The removal of the minimum wage from the exclusive list empowers states and individual employers to decide on and set their own minimum wage. This would be done without recourse to the national minimum wage.(NAN)

Sea pirates abducts six oil workers, four policemen in Bayelsa

By Samuel Oyadongha, Yenagoa Fear has heightened along the creek of Bayelsa State as suspected sea pirates have reportedly abducted six oil workers and four policemen in Nembe council area of the state. The attacks, it was learnt, were carried out separately in the troubled creek, where armed pirates have been terrorizing passengers boats. The gunmen, according to report, seized a gunboat on Friday belonging to the marine component of the Nigeria Police Force at about 1.30pm. The gunboat, it was learnt, was escorting a barge owned by the Nigerian Agip Oil Company (NAOC) when it came under attack. The hoodlums, who were operating in a speedboat, were said to have laid ambush for the gunboat and opened fire on the policemen. The policemen were reportedly caught unaware by the pirates who took control of the gunboat. The incident, which according to sources, occurred along Santa Barbara and Nembe waterways caused panic among travellers, many of whom were forced to delay their trip for fear of running into the hoodlums. Most of the travellers were said to be heading to Okpoama on the Atlantic fringe of Brass council area for the funeral of former Governor Tmipre Sylva’s uncle. Others were forced to wait at Ogbia jetty until they got information that the route was safe before they embarked on their trip. A security source said three policemen and the gunboat operator were kidnapped after the gunmen seize control of the boat. “Policemen escorting Agip barge were attacked on Friday. The gunboat and the policemen were all taken away. The policemen were three including the driver of the boat making them four. “The barge and its occupants escaped because the gunboat was the target of the pirates. This incident happened along Santa Barbara and Nembe route at about 1.30pm. The pirates were after the gunboat and the police arms,” said a security source who pleaded anonymity. The source also confirmed that six persons working for a company identified as Icon Xearex were abducted at Oluasiri in Nembe in a separate incident. He sad the pirates attacked a boat owned by the company in the early hours of Friday and took the workers away. “There was another incident at Oluasiri. As a matter of fact six persons were kidnapped. They were in a boat called Icon Xeareax. Six persons were abducted from the boat belonging to that company. 2015: We need result that will inspire change —Votu Obada

Votu’s interest to govern Delta State is borne out of the quest for a change in the way the polity and well-being of people is handled in the state. Let me begin by stating that one of the penalties our youths pay for refusing to participate in politics is that they end up being governed by people who pay little attention to the basics. My desire to be governor of Delta is well thought out after due and thorough consultations with my elders, leaders and political stakeholders in the state and Deltans in Diaspora. I feel it is time we brought about in Delta the long awaited change; change is what I represent, and part of my plan is to inspire that change in Delta State. If you watch carefully, you see that those aspiring to be governor in the state had at one time or the other in government. If they truly have solution to the problems of Deltans, by now we should have entered our promised land. It is high time we stopped recycling leaders, otherwise we will continue to get same result. I want to inspire that change. We need a different result that will address the sufferings and aspirations of our people, and that is what I represent. We cannot fold our hands and watch our people wallow in abject poverty in the midst of abundance. How to address challenges To be able to address these challenges, you must have understanding of what these challenges are and how they affect our people. In the first place, you cannot rule out the fact the unemployment exists and that is the reason some youths take to arms to reflect their agitation and grievance for better life. This can be tackled by creating jobs through public private partnership initiatives. Secondly, lack of quality education is a challenge to our state. As a result, we have poorly educated graduates looking for job at wrong places. The situation can be addressed through integration of entrepreneurship development programmes from secondary to tertiary level, to equip our graduates to be independent and creative. Also, full scale industrialisation is necessary. My international exposure will help in this regard. I will bring my foreign business partners to invest in Delta and that again will create employment. We also need to build a new Delta through urban-rural re- modernisation to get our state to compete with what is obtainable in the western world. In the area of security, there will be rule of law. You know when the people are happy with your administration; peace and adherence to rule of law will exist. Leadership is a call to serve and not to be served. This change is what I dare to inspire in Delta and it entails these: A Teacher – a leader is to be reproductive, A Soldier – a leader is to be loyal, An Athlete – a leader is to be disciplined, A Farmer – a leader is to be a hard worker, A Worker – a leader is to be diligent, A Vessel – a leader is to be pure, A Servant – a leader is to be submissive. Together we can inspire ourselves to achieve our desired future/change. I am here to serve.

FG to ban commercial motorcycles nationwide

The use of motorcycles as commercial means of transport in Nigeria, popularly known as ‘Okada’ or ‘Achaba’ may soon be banned throughout the country. The proposal for the ban was made by the National Council on Transport after its annual conference in Enugu State and endorsed by the Minister of Transport, Sen. Idris Umar. A statement from the Federal Ministry of Transport on Saturday evening stated that the ban of commercial motorcycle was one of the measures proposed towards adequate provision of safety and secure transportation in Nigeria. It said the recommendation was contained in a statement of the week long meeting which had in attendance all the state commissioners of transport, permanent secretaries, directors and officials in the federal and state ministries of transport across the country. The council advised all states in the federation to henceforth discourage the use of commercial motorcycles as a means of public transportation. “All states and the Federal Capital Territory have therefore been advised to establish a public transport system that ensure strict regulation of the operation of public passenger transportation system through a well-articulated management system for enhanced safety, security, effective and efficient service delivery,” the statement said. It added, “The states are to also develop master plans for the development of intelligent transport system to facilitate the development and management of their transport operations in line with emerging trends and global best practices.” The statement noted that the council also agreed that all commercial vehicles should be properly registered in each state while their enumeration should be carried out periodically to enhance safety and security.

JONATHAN’S RE-ELECTION: Anenih takes on Buhari in his comfort zone

Chief Tony Akhakon Anenih, Peoples Democratic Party, PDP, Board of Trustees, BoT, Chairman, has launched an offensive into the stronghold of Major General Muhammadu Buhari, All Progressive Party, APC, presidential aspirant, reconciling leaders of the PDP there, explaining to them the dangers of going into next year’s election as a divided house. He has recorded considerable progress; and he pushes on. Anenih and Jonathan It was very successful, the meeting in Kaduna, the capital of Kaduna State, last week, between the team led by Chief Tony Anenih, PDP BoT Chairman, and some leaders of the party in the state. Seated in the hall filled to capacity with chieftains of the party were, among others, Ramalan Yero, Governor of Kaduna State, and Senator Ahmed Makarfi, who had held that post before. They had come to listen to their BoT Chairman speak truth to leadership in the state. Why this meeting was very critical cannot be overstated because of the strategic importance of Kaduna in the affairs of northern Nigeria. That is the state of Vice President Namadi Sambo. Therefore, when Anenih delivered his sermon of peace and unity anchored on party discipline, apportioning blames where they were due and giving commendation where they were deserving, the meeting had a good end. Instructive was the commitment extracted from Makarfi, that he must deliver the state to the party. For a politician who believes in the sanctity of the state and its machinery, perhaps many have come to confuse the role and personality of Anenih. But to those in the leadership of the party, he epitomises experience and loyalty. Since 1998 when the party was formed, Anenih remains, perhaps, one of the very few – very, very few –leaders who have never contemplated decampment as a directive policy of politicking. Anenih, who has the traditional title of Iyasele (Prime Minister) of Esanland, had set himself some targets when he took over as BoT Chairman. Concerned about the widening chasm in the party, especially between members and leaders on the one hand, and the damaging consequences of the ceaseless bickering among members of the National Working Committee, NWC, of the party, on the other, Anenih had set for himself targets. In private meetings at the very highest levels, Anenih, information available to Sunday Vanguard suggests, made it clear that he would be focusing on the following: Unity & fairness Oneness Progress Rancour-free party Assisting the NEC in bringing everybody together Assisting the NEC in resolving the challenges and crises confronting the party in the state chapters Working with members of the BoT to live and act the spirit of the conscience of the party Re-positioning the party for the challenges of 2015 Ensuring adherence to strict party discipline Keeping faith with the legacies of the founding fathers of the party Sunday Vanguard gathered that at the time of his emergence, the agenda was not codified; but it has since become Anenih’s agenda for development and repositioning of the party. “The reason is simply because when you look at the happenings within the party, a wise leader like chief would be interested in and committed to what you have in the 10-point agenda’’, a top party chieftain anonymously told Sunday Vanguard. “In fact, it even becomes more pressing now with the rampaging opposition threatening to dislodge the PDP from power. “The BoT Chairman believes that if every member and leader of the party at the different levels key into these points and make them cardinal objectives to be achieved, the party would be better positioned to silence critics”. All attempts by Sunday Vanguard last week in Abuja to get Anenih to talk ran into a stone wall. But feelers from the camp loyal to the BoT Chairman indicated that the old and tested political warhorse is determined, in the face of burgeoning opposition against Jonathan by the APC, to give the president’s 2015 re-election bid his all. The strategic importance of making peace moves in Kaduna, Katsina, Kebbi, Jigawa and Sokoto States flows from the fact that these are states of the North West where the APC hopes to capture considerable votes. The merger between the Action Congress of Nigeria, ACN, and the Congress for Progressive Change, CPC, was built on a possible coalition of votes between the former’s South West geo-political zone, and the latter’s North West area. Therefore, sensing the danger in allowing relations among PDP stalwarts to go to the dogs North West is no more than sleeping while the roof is on fire. To a large extent, the peace moves were considered successful Politics, thy name is Anenih From his days in the National Party of Nigeria, NPN, in the defunct Bendel State, Anenih’s politics has been variously described as one of pacification. However, beneath that pacifist paradigm of his resides a very strong vice-grip mentality of loyalty to the general cause of party position. An example can be drawn from the very turbulent days of the Social Democratic Party, SDP, when the party was forced to agree to go for another presidential election. The pillar of the then SDP, the late General Shehu Musa Yar’Adua, had agreed to another election as a way out of the emerging crisis of the June 12, 1993 presidential election. Indeed, the leadership of the party at that time had seen the hands of General Sani Abacha, eager to wrest power and, therefore, had hoped that an early resolution would checkmate Abacha’s adventure. But the gale of antagonism to that decision, coupled with the short-sightedness of a section of the political class, first gave way to an Interim National Government, ING, which was made to look all the more interim by Abacha’s dismissal of Ernest Shonekan, the then head of ING. But Yar’Adua and Anenih’s position for another early election, which was pooh-poohed, led to Abacha’s five-year disaster as Head of State. True an annulment was anathema to Nigeria’s growing democracy. But another election would have seen MKO Abiola win by an even bigger margin had it held. During the February 1999 National Convention of the PDP in Jos, from where former President Olusegun Obasanjo emerged, the victory recorded by Obasanjo over Alex Ekwueme, his closest rival, was made possible by a combination of factors from which you cannot divorce Anenih. In fact, as early as 6:45am on voting day, apart from this writer, the only person who sat in the VIP section of the Jos Township Stadium that Sunday morning was Anenih. Clad in his now familiar blue jeans jacket and trousers, he kept making sorties between the VIP section of the stadium and the delegates’ stands, each time to nip suspected emerging crisis in the bud when voting was about to commence. In 2002, at the height of the burst-up between the National Assembly and the rambunctious Obasanjo, it was to Anenih the latter turned. Working tirelessly with a handful of other committed leaders of the PDP, Anenih became the arrow-head of that rescue mission, negotiating, conciliating and making compromises with a view to saving a situation which had pitched the North against the South. That Obasanjo could survive the onslaught, and later serve out his first term and even secure a second term, was due, in part, to Anenih’s role. Worse for Obasanjo, on the eve of the PDP National Convention in January 2003, when a majority of the state governors in the party almost threw him to the dogs, preferring, instead, the then Vice President Atiku Abubakar, it was the same Anenih who again threw himself into the battle to save Obasanjo. However, between the selfsame Obasanjo and Anenih, the centre could not hold when the issue of Third Term began to gain fervency. The latter objected to the move and this angered Obasanjo. And whereas the former president recruited some political upstarts to drive his Third Term project, the effort ended as a fool’s errand. Had Obasanjo adhered to good sense and wisdom, he might have spared himself and his presidency the odium of the embarrassment that trailed his failure to secure the Third Term, which still haunts him till today. Presidential watchers insist that when the issue of zoning became very contentious in the run up to the 2011 presidential contest, it was Anenih who brought out data, showing how zoning had almost always been breached since 1999 whenever the party wanted a presidential convention, citing the instances of the late Abubakar Rimi in 1999 and 2003 (when the slot was supposedly reserved for the South); and 2007 (when some southerners contested against Umaru Musa Yar’Adua, a time when the slot was supposedly reserved for the North). For the BoT Chairman, he accepts the praises where due and takes the bashings which are sometimes caustic with quintessential equanimity when they come – as they often do, especially in his home state of Edo, where a political party other than his own is in control. Some may never agree with his politics, but for a man steeped in his ways, some phrases commonly used by Anenih in the face of party indiscipline are, ‘Things are not supposed to be done this way’, ‘You cannot behave like this’. Anenih has his multitude; and he still leads. It was in 1992 that the late Shehu Yar’Adua christened Anenih, “The Leader”. The title has since stuck. That he is moving round to cool otherwise heated climes in the North West is not by accident, especially at a time when the PDP needs leadership with character to confront the challenges of 2015. Anenih was 81 in August.

Electric fault causes fire at airport

An electric fault has been established as the cause of the fire, which led travellers and aviation staff to run for safety. However, the incident has been termed as minor because the smoke was quickly traced to the second
floor of the terminal. No immediate danger was caused to anyone as a result of the incident nor were flights affected. Therefore immediate investigation has been commenced by the maintenance authority.

Reps seek increment in NYSC allowances

The House of Representatives on Thursday in Abuja passed for second reading a bill seeking an improved welfare package for members of the National Youth Service Corps. The bill seeks to amend the NYSC Act No 51 of 1993 by making provisions to enhance the welfare of corps members, encourage acquisition of special business and commercial skills at the end of the annual service year. Moshood Mustapha (All Progressives Congress – Kwara), who sponsored the bill, expressed regrets over unemployment and poverty rate bedeviling the country. He said the proposed amendment would encourage self-employment. Section 7(3) of the proposed amendment seeks to increase state governments annual subvention from N500,000 to N50m, to enable NYSC to cater adequately for the welfare and skill acquisition needs of corps members. It said such minimum subvention shall be provided before the commencement of the service year, for which it was intended. Section 18 (2) also seeks to increase minimum accommodation allowance from N250 per month to N5,000 while transport allowance might be increased from N150 per month to N5,000. The sponsor added, “The bill seeks to amend the NYSC Decree 51 of 1993 to provide for the training of corps members to acquire skills and business. “It would enable them to seek other means of sustainable livelihood and fend for themselves other than the white collar jobs that are in acute shortage

Finally, Jonathan declares interest in 2015 election

President Goodluck Jonathan on Thursday finally declared interest in contesting the 2015 presidential election. He told Peoples Democratic Party leaders at the Presidential Villa, Abuja that he would procure nomination form of the party before the deadline. He has also set up a presidential declaration committee saddled with the responsibility of coming up with a formal programme for his declaration. The committee is headed by a former Minister of Defence, Dr. Haliru Bello. The declaration would be held between November 7 and 15. Details later.

Bill to end degree, HND dichotomy passes second reading

A bill for an Act to abolish and prohibit dichotomy and discrimination between first degree and the Higher National Diploma certificates in the same profession and field scaled the second reading on the floor of the Senate on Wednesday. The bill, sponsored by the member representing Ondo Central Senatorial District, Ayo Akinyelure, specifically seeks to end the ongoing controversy over wage disparity and gross discrimination against HND holders in the public and private sectors. He said, “The aftermath of continuing injustices, disparity and discriminations meted out to products of polytechnics in Nigeria is threatening to derail the nation’s core policy thrust of evolving a technological and scientifically-based and self-reliant society in the nearest future. “As I speak, thousands of would-be polytechnic and technology students are contemplating or have decided to opt for university education because of perceived and real discrimination against HND graduates. “If this contemplation occurs, there is bound to be a vacuum created in our labour market in this regard and dire consequences are bound to follow this trend. “Over the years, several entreaties have been put forth to the Federal Civil Service authorities to put a stop to certain glaring wage disparities and discrimination against the HND holders, and all these have been to no avail.” He said to make matters worse, certain federal parastatals are known to openly discriminate against HND holders to the extent of limiting their progress within the hierarchy of such government bodies.

See What Buhari Said Will Happen To Nigeria If PDP is Given Four More Years

Presidential aspirant, General Muhammadu Buhari (Rtd) came down heavily on the ruling Party (PDP), saying Nigeria would be washed away as a country if the ruling party is given four more years in office in the 2015 general election. In the same vein, the Chairman of the Arewa Consultative Forum (ACF), Ibrahim Coomassie, in a goodwill message delivered on his behalf by Barrister Solomon Dalung, urged northerners not to allow themselves to be divided by the artificial differences created by politicians. ACF urged politicians from the northern extraction to put the interest of the north first and above their personal interest, saying ACF’s desire is for a united north that could give credible leadership in the country. Speaking yesterday, in Kaduna, on behalf of other pres­ idential aspirants of APC, at the party’s Northern stake­ holders’ interactive meeting, General Buhari noted that Nigerians had become tired of incompetent leadership and urged the electorate to ensure that free, fair and credible elections that will usher in credible leaders at all levels of governance in the country are held. APC presidential aspirants present at the meeting included former Vice President, Atiku Abubakar, Kano State Governor, Rabiu Musa Kwankwaso, and Sam Nda Isaiah. Other members were Zamfara State Governor, Abdulazeez Yari, APC Deputy National Chairman (North), Senator Lawal Shuaibu, among others. The former Head of State described 2015 as another year of extreme concern to Nigerians, urging participants at the meeting not to allow their members to be disenfranchised before or during the elections. Apparently, making caricature of huge presence of security operatives in Ekiti State during the gubernatorial election in the state, Buhari noted that the number of soldiers, police and SSS deployed to the state during the election, were enough to rescue the abducted Chibok girls if the same number was deployed to the troubled north east. He recalled with pains that he contested presidential election three times in the country and ended up in the Supreme Court to challenge his failure, saying that judges that ruled on the cases were his own brothers from the North, while those behind him were Southern Christians. Buhari said: “If PDP is given another four years to rule this country, Nigeria will go down the drain in 2015. This is because Nigerians are tired of incompetent leadership, so we must be ready to make sacrifices that will salvage the country, let us not allow our people to be disenfranchised during the elections, we must be united to ensure free, fair and credible elections in 2015. “I contested the Presidential election three times in this country and failed and ended up in the Supreme Courts and lost the case. The first time the judges agreed that there were no elections and they were all Christians, but the second time, the judges that declared that the PDP had won despite the irregularities, were Fulanis from Adamawa and Taraba, and a Nupe man, that was when I understood that it was not about religion and ethnicity, but Naira and Dollar. So, there is the need for the party to be united and make a difference in the general elections in 2015.” Meanwhile, in his opening speech, the APC Deputy National Chairman (North), Senator Lawal Shuaibu said one of the reasons for the stakeholders meeting was to sensitize the leaders of the party about their roles as guardians and conscience of the party. Shuaibu said, “We expect that at the end of this meeting, we will be able to develop and adopt strategies for enhancing party unity and discipline. We equally hope that aside from what the constitution specifies, we will be able to come up with home-spurned internal conflict resolution mechanisms that will solidify the party and build it into a strong institution.

How they used Jonathan’s name to dupe us — UNIPORT students

Is a top official of the Presidential Villa, Abuja (names withheld) involved in a case of extortion lodged by some students of University of Port-Harcourt (UNIPORT) and for which two suspects are now being held by the police, or was it simply a case of impersonation? This is a puzzle for the police to resolve after the President of the National Association of Akwa Ibom State Students, (NAAKISS), Rivers State Chapter, and a law student of UNIPORT, Udo Odud Joseph, and his colleagues in the association, alleged that the top Aso Rock official’s name was used to extort them of N480,000. The bait was the N20 million allegedly donated by President Goodluck Jonathan to NAAKISS in aid of the inauguration of the Managing Director of the Niger Delta Development Commission (NDDC), Sir Bassey Dan Abio, as the association’s Grand Patron. Jonathan had been invited to the occasion as the Special Guest of Honour, and especially for appointing Abia, an Akwa Ibom indegene, as the NDDC chief helmsman. The two suspects were said to have been arrested on Friday, September 19 by operatives at Asokoro Police Station, Abuja as they attempted to collect another N560,000, being the balance of the N950,000 described as public relations money to facilitate the release of the N20million allegedly donated to NAAKISS by the president, from their victims. It was not clear if the suspects were still being kept by the police. Sunday Vanguard also could not obtain their statements to the police. Meanwhile, the top Aso Rock official, whose name was used in the scam, denied involvement. A report on the alleged scam by the NAAKISS leader, Joseph, for the attention of Jonathan, was reportedly copied to the Chief Security Officer to Mr President, Mr Gordon Obua. Obua could not be reached to comment on the matter at press time. The report, according to a source, however, insinuated there might be an insider’s collaboration in Aso Rock in the scam, notwithstanding the top official’s denial of involvement. The students association leader narrated their story in the 54-paragraph report made available to Sunday Vanguard. “I, on behalf of my association made a publication on Vanguard Newspaper of Monday, 11th August, 2014 on felicitation/appointment of our illustrious son, Sir Bassey Dan Abia as our Grand Patron”, Joseph wrote. He continued: “On Tuesday 12th August 2014, one Mr. Timi Ekiyo, who introduced himself as the Personal Assistant (PA) to the MD of NDDC called me. “He said the MD of NDDC asked him to call me regarding the publication of our association of Monday 11th August, 2014 to thank me. That I will be called later. “After a week or so I called the said Timi Ekiyor and to ask him that the executive members of NAAKISS RSUST Chapter wanted to present a formal certificate of appointment to the NDDC MD as our Grand Patron. “After some days, the PA (Timi Ekiyor) called and told me we should write formally and request for audience but put the date not later than 14 days precisely 3rd of September, 2014. I also sought the advice of the said PA (Mr. Timi Ekiyor) that we intended to invite dignitaries to grace the occasion for us. He asked me to carry him along. “Since we expressed our thanks to Mr. President of the Federal Republic of Nigeria in our publication in newspaper for appointing our illustrious son, Dan Abia, as the MD of NDDC, we decided to invite Mr. President to grace the occasion. “The DHL report of who received the letter of invitation of Mr. President: Dr. Goodluck Ebele Jonathan, GCFR, as our Special Guest of Honour is hereby attached and marked exhibit 8. In the DHL report attached, is one Muyiwa that received the letter from the DHL personnel. From my conversation with the DHL personnel, I was made to understand that letter from DHL is usually received at the pilot gate at the Villa, State House, Abuja. “On 29th August 2014 somebody called me on phone. He said our letter of invitation to Mr. President dated 18th August, 2014 had been received by the president. However, he said the president will not be able to attend the occasion because that date is a state council meeting day but he has approved N20m for the Association, as his own support. “I then asked him: `who are you?’ He said he is a top Presidency official (names and designation withheld). I further asked him: how do we get this support from Mr. President? He said we had to go through the Accountant -General of the Federation. “The first thing I did was to inform one of our outside Patrons, Elder Justus Ekere, staying in Abuja to investigate for me the following information: (a)Whether there is a designation as that of the State House official. (b)If so, what is the name? ( c)Whether if the president makes this kind of support to the association, the official was supposed to be aware. Our Patron, with the assistance of his friend who works in the Villa, confirmed the information to be true. .The following points made me to believe: (a)The caller pin pointed my letter of invitation to Mr. President dated 18th August, 2014 which was not published but sent through DHL and could not have been known by anybody except an insider. (b)The existence of the position of State House official which the caller said he is and was confirmed by our Patron Elder Justus Ekere with the help of his friend who works in the Villa to be true. (c )The name of the official which the caller said is his name was also confirmed to be true. (d)That the official was in position to treat such case was also true and confirmed. (e)That the Accountant – General is also in position to pay the money. ‘Public relations’ “It was in line with this belief that I called the `official’ through the number he used to call me to guide me on how to go about collecting the N20m. The ‘official’ told me that he knew that we are students and that it may not be easy for us to be coming from Port Harcourt to pursue the payment. He then informed me that he will help to arrange the payment, but we must do PR otherwise for one year that money will not reach our hands. I told him whatever is the PR they should deduct it from the N20m when they pay. “The `official’ told me that in the Villa, every PR is paid cash. That is because many people had shown untruthfulness to them. After helping them to get what they want they show them their back. “He told me that he would see what he could do but we should let him find out how much PR the people wanted to bring out the support of Mr President to us. “He then called me and told me that there were three offices involved for the file to pass through for payment: (a)The Chief Security Officer (CS0) (b)The Office of Accountant – General (c )The Office of the Director of Administration. That these three offices, the PR is N950,000.00 . He then said he will pay half of that money so that we also pay half. That when the N20m is paid we can re- emburse him for the half he paid and then we can appreciate him if we wanted for making things easier for us. He then said we should pay N480,000. “He then sent the account number to me to pay, but the account holder’s name was not the name of the `official’ he said he is. I asked him that the account holder’s name is different from his name. He told me that the account holder’s name is the name of the personnel in Accountant – General office that will pay the money. “I believed him and borrowed the money and paid in. He started to communicate with me and asked me to prepare a proposal and bring to him. I prepared a proposal comprising seven items which are listed in the letter titled: Expression of thanks/ creation of legacy for remembrance purpose. Proposal “The `official’ then invited me to come to Abuja with the proposal to collect the N20m. I went with my Vice President. The cost of what we spent in Abuja is N450,000 which we borrowed to pay back when we returned with the hope that we will get the N20m support of Mr. President. “On reaching Abuja I called the `official’ who told me that I should wait as he was busy, that he will call us to come to the Villa when the N20m was ready. He said he was going to meet the Accountant – General himself to tell him that the President and Vice of the association were in Abuja for the N20m, he should help. “He called me again to say he was sorry as the Accountant – General said the PR we did was for the office staff. That his personal PR is N560,000.. I begged him that I was not informed when we left Port Harcourt, he should plead with the Accountant – General to pay us and deduct from there. He told me that he had earlier informed me that people in the Villa do not agree on that because of their experience of how people showed their back when they get what they wanted. “It was then I reported the matter to our Patron Elder Justus Ekere and he linked us with his friend in the Villa. They then paved way for me to see the ‘official’ in person on Friday 19th of September, 2014. “On entering the office of the `official’ I introduced my self as the president of the National Association of Akwa Ibom State Students Rivers State Chapter (RSUST). I told him that I came in respect of the appointment he gave me concerning the N20m support he informed me on phone that Mr. President donated to our association in respect of our invitation to him on the occasion of our formal presentation of certificate of appointment to Sir Bassey Dan Abia. “He then told me that he was not aware of it. I brought out documents and showed him about the invitation of Mr. President and the number he usually used to communicate with me. He asked me to call the number in his office, which I did. “The phone rang and the person who usually communicated with me in his name picked the phone and asked me where I was. The authentic official told me that I could see that he was not the person that used to communicate with me. “I was disorganized but God gave me wisdom immediately. I went out of the official’s office and called the impersonator and told him that I called my people in Port Harcourt and told them what happened and they sent the N560,000 cash to me to ensure I pay him and come back with the N20m donation of Mr. President. “He asked me where I was. I told him I was at First, Bank, A.Y.A. Asokoro Branch with the cash. But I was going to my hotel because I was afraid people may snatch the money from me. “He said he was sending his PA to come and collect the money and the proposal from me. It was at that point the friend to our Patron went to Asokoro Police Station to get the police to arrest the impersonator while I was heading to my hotel to see him and played along with him until the police came. “This was how we succeeded in arresting the impersonator’s PA who then led the police to arrest his boss. The two of them: the PA to the impersonator and the impersonator himself are in Asokoro Police Station, Abuja.
